Thank you for the clarification. With this not being the required laundry circuit you should be fine to add this load.
Is th required laundry circuit just the washer?? someone else was saying that 210.11(C)(2)
(2) Laundry Branch Circuits. In addition to the number
of branch circuits required by other parts of this section, at
least one additional 20-ampere branch circuit shall be provided
to supply the laundry receptacle outlet(s) required by
210.52(F). This circuit shall have no other outlets.
They said this required a dedicated 20 amp just for other receptacles?

I will give you a short straight answer as long it is not used in landury circuit or sump pump circuit that is not a issue at all and with your 120 volt heater in unfinshed basement it have to be GFCI protected.
Laundry circuit meaning washer?? I hope Its not a basement but the circuit is GFCI.
If the washing machine is a dedicated circuit make sure it is labeled as that in the panel .
If you are sure of the other outlets you referenced make sure they are labeled as outlets in laundry room - that way there is no confusion as to what is what. Use a meter to confirm the circuits.
