disconnects for washing machines and ovens

Can someone bring me up to speed on when I need disconnects for kitchen (and other appliances)? A couple of weeks ago I was helping my landlord install a new kitchen floor and we went to move the oven. Turns out it was hardwired and we had only about a foot and a half of wire. I had thought that one typically needed a plug in for something like this, or is that only for convience? I am now redoing my parents floor and have the same question about a dishwasher.

Neither one need a disconnect as long as the breaker can be locked in the off position. Is the oven a free standing unit? I have never seen a free standing unit hard wired before.

Yes, the oven is free standing, (and I meant a dish washer not a washing machine).

I was under impression that the breaker (or in this case fuse) could only be used as disconnect if it was within sight of the device. Evidently I am wrong. Thanks for the clarification.
