Is it legal in the State of New Jersey for electrical outlets to be located gound level - below a water bib and a sink?

This sounds like you are asking about a school? This is not a DIY questions, and should be directed to your town's building department.

That being said, an outlet below water fixtures sounds like a terrible idea.

Its a really bad idea, unless you are looking for some of that water that really energizes!

At minimum it should have a GFCI, I would have it moved IMHO.

Totally inadequate information. Post a photo. Properly, code compliant, GFCI protected receps are located near sinks all the time. Your description is not enough to make an informed comment.
