Converting a 220 line to 110.

I need more outlets in my older condo and want to take the electric base heaters out and use that system to make outlets. Can I convert one of the hot wires to a neutral wire? If so how do I go about making the circuit work?

Umm ... what will you do for heat once the baseboard units are gone?

Converting a 220 line to 110.

If the 240 volt baseboard heaters are wired with cable where the white wire has been remarked as a hot using black tape, you could remove the tape at both ends, move the white wire to the neutral bar and connect the black to a single pole breaker. That would give you 120 volts but no heat.
