convert whirlpool dryer from 4 to 3 prong?

I'm converting a whirlpool estate dryer from a 4-prong cord to a 3 prong cord and have a question about the wiring. I removed the 4-prong cord and attached the 3 wires from the new 3 prong cord. No problems there. Now it's my understanding that i need a jump bonder (correct term?). I am wondering if there is already one on the machine though. The white wire coming from the machine to the neutral terminal has a green wire that appears to be connected to the white wire about 2 inches from the terminal. This green wire is then grounded to the dryer frame. Do I still a bond jumper going from the neutral terminal to the dryer frame? What is this green wire coming from the machine's white wire?
