I have my meter on the side of a detached garage which contains two fuses each 100amps both of these including a neutral that is connected to an underground earth ground. The meter box itself is bonded with a screw to the ground. Three wires enter the detached home(75ft away). My question is do I need to have a earth or water pipe ground in the sub panel inside the home?

So I need to install a ground in sub panel located inside home?

From the description, yes, a ground rod (probably 2 actually), and the metal water piping bonded also.

What I'm doing is replacing the sub panel inside the home with a newer plus bigger panel box. My grand father built this home in the late 1940's. 3 wires feed to the panel located in the home. Do I need to use the green grounding screw included with the new panel box located in the home?
