Code question Subfloor


I've got a code question for the guru's. I am building a room on my second story. I want to run 14/2 nm wire to the middle of the room. Unfortunately the subfloor is already down. Can I just fish it in between the floor joists from the edge of the room to the middle then up through the subfloor? Does it have to be attached to the floor joist or can it just be laying on the insulation? The wire will be used for an outlet on a seat riser so it wont be an outlet in the floor. My city follows NEC 2005 code. Thanks in advance for your help.

It can be fished and not supported.
