ceiling fan and light wiring

The box in the ceiling has a red, a black, a white, and a ground wire. All the whites and the grounds in the switch box are wired together. The black is not contected to anything. When I turn the switch on with the red wire attached, every wire (including the red) reads hot with a KLEIN Tools NCVT-1 voltage tester at the ceiling box. When I turn the switch off, all the wires are dead.

What you are reading is capacitive coupling between energized circuits and non energized, non connected adjacent wiring.

The Black wire is really not energized.
