Ceiling Fan and light switch conversion

I have a wall switch that controls an outlet. I want to make the outlet constant and not switched. Along with this, I want to add a ceiling fan (currently there is not a light in the ceiling). The switch that controlled the outlet will be the same location for a new dual fan switch.

So....

1. How do I make the outlet constant and not switched.
2. When I install the ceiling fan, I will be putting in a dual switch so that it independetly controls the fan and the light. What type of wire should I run from the fan to the new dual switch.

Seperately, in a seperate bed room I want to make one part of a switched outlet constant and leave the top half on a switch (or vice versa). What do I need to do to make this happen.

Any help would be appreciated

It all depends on the number of wires at the switch location.
Post some pics of each switch and receptacle, and we will walk you through it.

Thank you for the feedback. I just replaced a light switch in another room that has the same configuration. The switch only had three wires (black, white and ground). I didn't have time last night to take any photos of the switch and plug I was asking about (surprising the wife with a minor room make over for the babies room). I will have access to the attic space above the room to run wire, etc. when it gets to that point.

A switch that has only 3 wires is a switch loop. Currently there is no neutral. You will need to do some rewiring at the receptacle to get a neutral at the switch.

You will need to run a new cable from the switch location to the new fan box. The cable can be 14-3 w ground if the circuit is 15 amps.

Check the receptale that is switched.
The white wire going to the switch is connected to the black wire feeding the receptacle.
To make the receptacle hot all the time, pigtail a black wire to the incomong wire, and the black wire going to the switch.
The white wire from the switch now goes to the neutral of the receptacle.
The switch now has a hot and a neutral, but you still need to get a cable from the switch to the fan location.

Sorry this has taken so long. Life has a way of interrupting good intentions! I would like to do the following:
1. Make the wall plate permanently hot.
2. Run both the fan and light on the fan from a wall switch.
