No offense, but grammar and punctuation would help here.

Looks to me they were smart enough to rough in for seperate fan /light switches.

I might agree, but I get the impression it is a 3 wire switch loop and the red is not used.

You have four possible hook ups.
1. Leave the switch as is and at the ceiling connect the black wire from the black white cable to the white wire in the red/black/ white cable and the black wire from the red/black/white cable to the black and blue wire of the fan and the white wire from the black/white cable to the fan white wire. With this connection the switch will turn on and off both the fan and the light.

2.Replace the switch with a double switch, connect the white wire to the common screw on the switch, and the black to the top switch screw and the red to the bottom switch screw. In the ceiling box connect the black wire from the black white cable to the white wire in the red/black/ white cable, the white wire from the black/white cable to the fan white wire, connect the black wire from the red/black/white cable to the black fan wire and the red wire to the blue fan wire. This way one of the double switches will control the fan the other the light.

3. If the light has a pull chain, Leave the switch as is and at the ceiling connect the black wire from the black white cable to the white wire in the red/black/ white cable and to the black or blue fan wire which ever is connected to the light, the black wire from the red/black/white cable to the black or blue fan wire which controls the fan, and the white wire from the black/white cable to the fan white wire. This connection will have the switch control the fan and the pull chain control the light.

4.If the fan has a pull chain, Leave the switch as is and at the ceiling connect the black wire from the black white cable to the white wire in the red/black/ white cable and to the black or blue fan wire which ever is connected to the fan, the black wire from the red/black/white cable to the black or blue fan wire which controls the flight, and the white wire from the black/white cable to the fan white wire. This connection will have the switch control the light and the pull chain control the fan.

With scenario 1,3,and 4 leave the red wire capped, in all cases connect all grounds (bare wires and green wires together) and have the power shut off while working on the circuits.
