Can the hot wire be under tension in an overhead drop??

Well, aparently after I called the PoCo came out already. I did see that they had resealed the meter. My wife said she saw that they had stopped by. TODAY she tells me oh by the way, they said it's fine. The electrician that is going to replace my service cap insulator agreed it's sloppy and should be fixed. So be it, as long as it doesn't burn down my garage.

At least I have a seperate ticket with planning and design to look at moving the entrance to the garage, when they come out I'll mention that repair thinks that's okay but it doesn't look right to me. I'm sure if I did the service move it'd hold up until then anyway.

In fact, you should probably assume that if I post a "before" picture, I am posting it because I am soliciting advice on a proper replacement for one of MANY things done wrong by a previous owner.
