Cable under floor joists

Can cables be run perpendicular to joists in an open basement? Can I staple at each joist to reach the panel or do I need to drill and pull wires through? We're in NY.

Drill and do not have them any closer then about 3" from the bottom of the joist.
Any place you can run along the sides of the joist it's fine to staple.

Excellent, thanks... was just trying to see if I could skip some drilling. Its only 10' to the panel.

What would someone have to do if they decided to do something with that ceiling later on. All the wiring would have to be pulled and redone.

Its actually just my basement utility room with my oil tank and boiler etc. There's already cable TV, thermostats and doorbell wiring and also piping attached under the joists. Was wondering about future home inspections ...

Smaller cable can be run under the joist if on running boards. Larger cables can be secured under the joists.
