Is there a diagnostic tool that lets you determine the charge-load direction of a cable, i.e. on which side of it is the charge (closer to the panel) and which side is load (closer to outlets)?

Without cutting the cable, of course. Can a clamp meter tell you that?

Nope....sorry....no way to tell electrically....

But, if the cable goes to a box....disconnect the wires....one set will have power, the other none....

i had to set a JB and branch off a circuit and it was in the middle of a cable and it did matter where i cut the cable cause the space was tight ... to make a long story short, i needed to cut on the side closer to the panel and stick that end in the JB. the chances were 50/50. it was a crapchute but the coin fell on the right side and everything works
