bushing for underground conduit


i live in ontario canada i am putting in 200 amp service everything is laid out . i am wondering what the bushing is they are talking about from the meter base down into the ground it says in the book that the service conduit that is below grade level must end with a bushing ??

It's called a bell end and it is cemented onto the end of the pipe.
