Is building a soffitt/chase best in this situation?

I'm trying to add some can lights to a finished part of my basement. Having trouble figuring out how to get the wires in, and wondering if building a soffitt is my best bet.

Basically, the ceiling is already finished. The wall at one end of the joists for the upstairs is an external wall. The wall at the other end is built directly under the steel I Beam that supports the rest of the house, so I don't have access to the top cap on the wall.

I assume I can't pull wires over the I beam, so was thinking about building a soffitt around the room to pull the wires through.

Does this make sense?

Thanks for replying. Was poking around in the basement, and it looks like it may (or may not) be worse harder than I thought.

There are two "halves" to my basement. The "finished" half is where I want to add the cans. The other half is the laundry room, and it's partially finished and has a drop ceiling.

Opened the drop ceiling, and the joists to run on top of the beam, which seems like it would be good, but I've also got HVAC running parallel and right next to the beam, so I'd have to go over that in addition to the I beam.

Seems like there'd be a fairly circuitous route to get from the switch to the cans if I had to cross both of those multiple times.

I've attached an image to see if maybe anyone has any thoughts. I know a pic is probably useful in this instance.
