Jim, I agree with you IF it were about tandems. The question was about double pole breakers for a 240v circuit.

Jim, tandems have nothing what so ever to do with putting 2 pole breakers in a panel. OP is asking about 240 volt circuits. The answer is 1/2 of your total spaces in the panel. 20 in a 40 space panel.
