Bkrs not fully seated

I've got Homeline bkr box, approximately 18 years old, when house was built. I've noticed the bkrs do not "seat" as they should--whether it is a single 20 amp or 30, 40 or 50. No matter how hard I push or take out and reinstall, they will not seat.

What could be causing these bkrs to do this? If they are the incorrect bkrs, how do I know which bkrs to buy for correct replacement.

I appreciate any help.

It should say right on the back side of the cover what style breaker it takes and it what style the breaker is should be right on the breaker it's self. It should also have the letters HOM.
