Best way to route wiring for can lights?

I am working on wiring a detached garage and last night installed 12 can lights in the ceiling of the office space above the shop. The joists are 2x12, under a gambrel style roof. No trusses if this matters.

My question is, what is the best way to route the wire for the cans? I wouldn't think drilling holes in the joists is a good idea, but I'm also unsure if stapling (with correct sized wire staples) on top of the edge of the joists are allowed.

I can upload a couple pics to show what it looks like in the attic area.. it's all wide open, no insulation or drywall up.

Rat-runs or Strongbacks (2x4's nailed across the tops of the ceiling joists) Staple to the sides of the 2x4's

Don't see a problem drilling holes in the joists for the wires, we're not talking about 8" holes here, shouldn't have any impact on the structure.

Seconded
Up to 1/3 of a joist can be drilled with little strength reduction.
