What are the best screws for securing EMT to concrete? I’ve tried Tapcon concrete screws for other applications, but they don’t seem to work well sometimes. Sometimes I've had them break on me, or not hold well.

Tapcons are the best IMO. If you do not use the correct size drill bit or do not blow out the dust from the hole, you can break screws. You must use care when installing this type of fastener. Follow the directions.
For a more permanent job, use "drive pins" or "nail in's" as we call them in the trade. You just drill the hole, insert the drive pin sleeve and hammer in the pin. Very secure, but can only be removed with a chisel and hammer.

if i'm not mistaken a 1/4 inch "drive pin" which i assume is our drop in anchors are good for 900lbs each. Agreed, they'll hold pretty much anything.

we mount almost all our stuff to concrete, any pipe smaller than 1 1/2" we use a quarter inch sds bit and ucan aluminum anchors with a number ten metal screw in them. They work exceptionally well but you have to pick your spots if using in block.
