bathroom addition

I live in PA. The building code in our twp. is inforced by Commonwealth Inspection Services. The code was just imposed a few weeks ago. Nobody knows what is going on. I have 4 quick questions.
1. Can I use a 15 amp GFI with a 15 amp breaker for the bathroom outlets?
2. Can I put 12-2 w/g Romex in a electrical conduit and use the same service passage from the second floor bath to the basement as is used by the sink and shower drain or the H2O supply lines and soil pipe?
3. Can any other service, (vanity light) be on the same circuit as the bathroom outlets?
4. Does the heat/light/fan combo need to be connected through a 20 amp GFI?

He's not grumpy. He's just misunderstood.
