baseboard heater install?

My dad recently picked up a 1500w 220v baseboard heater. There is a 3 prong 220v plug within a foot of where we plan to install the heater, so my dad wants to plug the heater into that vs trying to hardwire.

My question's are:
1) is, is there any reason that isn't a good idea?
2) is there really any difference between a 110v and 220v plug? The plug in question is a 3wire 5-20p, it has a ground, horizontal and vertical prong. It is the same size as a standard household plug, but with the one horizontal prong. I see they make them in 110v and 220v, but can't seem to find the 220v version in stock. What is the difference?

FYI...The breaker is 20amp and the wire is 12/3. I understand how to wire this, I just don't understand why they make two versions of a plug that otherwise looks identical. I also don't know pros and cons of installing this on a plug instead of hard wired.

Thanks

a 5-20P is a 120V plug. The correct 20A 240V plug is a 6-20P, which has the horizontal and vertical blades reversed.

Just looked at the plug and you are correct, although I probably didn't have to tell you that! Thanks!
