Ballast/Lamp Efficiency

Is it better to go with a lower wattage light on a higher factor ballast, or a low factor ballast with a higher wattage light.

Such as 32 watt T8 with a low BF ballast of .75 vs 28 watt T8 on a normal .88 ballast?

The output should be about the same in both cases, so which is more efficient? Is one way going to cut the life?
