bad luck, bad lightbulbs, or bad problem?

Do they blow all over the house? Or just one area? Do they seem brighter? Turn on a furnace or dryer, do the lights get brighter?

Higher voltage.
126v on a 120v bulb will give a life of 100(120/126)^12 = 56% of rated life.
In MD, PoCo is allowed to go between 114v and 126v. My xformer is right outside and I get 122v, +/-.

Maybe installing CCFL replacement bulbs will work. They may not be as sensitive to higher voltage.
