The real problem is that people who do things like this are allowed to breed and teach their kids these skills.

That kinda reminds me of a project I did down in Mexico, there, it is very common to have (1) wire extension cords, yes you read that right, they will plug in, ground the neutral to building steel and run a single conductor to the area they need it, they have a pig tail on the power tool clamp neutral to building steel and plug into the (1) wire extension cord.

This also done with 550 Volt, with more wire of course, you never want to touch building steel and ground at the same time on a construction site in Mexico.

No matter how many time you cut up cords like this, how many time you take away the pig tails, they just keep on doing it, its amazing.
