Apartment - Access to Panel Box?

Hi all, I was wondering if anyone could answer this. Do a downstairs apartment need to provide direct access to a panel box?

I'm renovating a downstairs apartment that has both the upstairs, and apartment, panel boxes alongside each other in the laundry room. Right now there is a door from the apartment going to the laundry room that we would like to get rid of.

Tenants MUST have access to their circuit breakers.
I'm sure local codes will vary, but this is a general rule.

Thanks Speedy Petey, that's what I thought.

If not in the unit itself, at least in the Basement, Garage, or elsewhere where you do not need to always have Maintenance called to flip a switch.
