All wiring underground, yet power outage...?

I recently moved from a home in Southern New Hampshire. All of the wiring was buried. No telephone poles or street lights. This is the norm in many towns up here. Not the boondocks, highly populated, sky high property taxes... My question is, why, when all wires are underground , did power outages occur? I'm sure there's a simple answer but I've been wondering about it for years. While I'm at it, can anyone explain why there was only one zone for heat/AC in a 3000 SF house?

While the utilities may be underground in your neighborhood there is still a large percentage that are overhead enroute to your area.

As far as the HVAC maybe the builder didn't want to pay the cost to install more zones or systems.

The feeders from the power plant to your town are still above ground.
Also underground faults also occur.
