Adding an outlet- Where's the cavity?

We have a coax outlet in our bedroom but it's not where we want it. I need to add a new outlet. I would like the outlet to be higher on the wall so it's hidden by the TV. I am thinking of an electrical outlet too. This is an inside wall.

What's the best way to accurately drill a hole from the basement into the wall cavity?

Is it a problem to have coax and electric running near each other?

Take a measurement from something known that goes straight into the basement. Heat/AC duct, plumbing pipe, laundry chute. If all else fails, take a small drill bit and drill down at the edge of the wall and look for the bit in the basement.

A coat hanger cut at an angle will drill a nice hole next to the baseboard.

I use the insulation supports, I keep a box of them on my truck...
