So you know the wire cant be subject to anywhere it can be damaged Any way pt one box on the top of sateis and do the same at the bottom Run a 12-3 romex inbetween both boxes the first box ant the top of the stairs you need power 120 volt in that box. The bow at the bottom of stairs run 1 -12-2 romex to the first light. Now you need to open that light box TURN POWER OFF A USE A FLASHLIGT You need a volt tester os a volt stick to find your hot (feed)wirenut it off and tuck into box Conect your new wire grounds to grounds White to White And the new black where the othe one you capped of was conected to.Your new feed wil be the common on rec others are travelers .At the second 3 way the back from light goes on that ones common and other two are travelers

With the setup you describe you must pull the cable for you second light to the existing light. You can't make the connection at either switch box.
