I would sure hope not, taped wire nuts are a sure sign of DIY work. The only time I put tape on my wire nuts is if I am making a joint with big wire(#8 or bigger) and joints within a pump or motor to prevent it from coming off with the vibrations.

You should NEVER have to "tape" wirenuts. Properly installed, wirenuts do not need to be taped.

Certainly not part of the NEC. I built a cabin in MA back in the 70s, and it was not a local requirement then. And I seriously doubt it is now. It is considered amateurish by most pros.
