60 year old house wiring

I am currently remodeling my basement in my old home and notice that i have old cloth 14/2 wiring running throughout the house. The odd part is that i have all 20 Amp breakers in my panel. I know this is incorrect as of todays code but would this have passed years ago. Is this safe?

No, it is NOT safe. It never was legal to have 20a protective devices on 14g wire.
I highly recommend replacing these 20a brkrs with 15a brkrs...ASAP..
