230v appliaces only seeing 7v

Let me apologize in advance if my terminalolgy is a bit off. I'm a mechanical engineer that only had to take 1 electrical class in school so I have very little knowledge of this subject. I have an issue at my breaker box where the two main lines come in from the ground. I traced it back to the breaker box from my heating system which is no longer working. When the heating system was probed, it read only 7v but should see 230. So i know that the heating system isn't broken. My other appliances such as the oven and dryer are also no working.

The strange thing is that all the other outlets and switches in the house that are 115v are working just fine. I probed the breaker box and each of the single switches see 115v, as expected. I probed each of the two main lines coming in and they each see 115v. but when i probe across the two, I only see 7v. I should see 230v.

my big question is what to do. is this a problem considered inside the house and I'd have to get an electrician, or is it a problem with the source power and I'd get the electrical company out here to fix it.

Are you sure you are getting 115 on each leg of the incoming wire.
Are you measuring to ground? If you are not getting 240 across both legs, then you are missing a hot leg. Most of the time it is a power company problem.
Call them.
