220v breakdown

If we have a 220v outlet with only three wires going in but need to break it down to two 120v's with four wires to power up a hot tub.Can the two "hot" wires be put together at the plug to then split it at the tub panel?

You need 4 wires from the panel.

Nope, as JBfan commented you need 4 wires, not just the three. You need two hots, a nuetral, and ground.

You can only use a 220v outlet with at least 4 pins,
You cannot use a standard recepticule.
You need at least four wires to the hot tub
A standard rececticule only has three.
Sorry no can do !
