20 amp circuits

I have an older home that is powered by a fuse panel. I have a few questions regarding this.

Firstly, the panel has both 15 and 20 amp fuses in it. Am I correct in saying that all the 20 amp circuits should have 12 gauge wiring. I don't think this is the case and think that the old homeowner may have replaced 15 amp fuses with 20's in the past. If the wiring is in fact 14 gauge should I be swapping the fuses out for 15's?

Also, the panel is almost full, however I have some 15 amp fuses that are only powering 2 or 3 outlets and or ceiling lights. I'm planing on cleaning this up and combining a few of the circuits. Is the maximum amount of outlets/lights the same for fuses as it is for breakers?

20 amp circuits

I wouldn't mess with it. Just rip it out and out a modern breaker panel in. But yes, put all the 14s on 15 amp fuses
