2 breakers, 1 circuit - confused

That makes sense. The two breakers must be in series. One is feeding the other which is feeding the circuit. The feeder breaker must feed more than just this one breaker.

Turn off one breaker and measure the voltage at the output of the 2nd breaker. If there is voltage at the 2nd breaker then the 2nd breaker must be the feeder.
What are the breaker values?

If it is a 240v circuit ?
Are not the two breakers meant to be linked ?
So you should not have two breakers in different panels ?
Most likely NOT code compliant !
