Default 100 amp panel

Is it ok to add another breaker panel onto my meter base as long as I put a fused disconnect at the meter base , then run my wire to my 100 amp panel ? I cant use my main 200 amp panel so this isnt an option.

99.9% of the time what you propose is not legal or safe.
You cannot simply add another wire to the load side of the meter base.

You would need to replace the meter with a meter/main feed-through with spaces for breakers, or add an outdoor feed-through main panel at the meter location and feed from there.
Neither is a small or easy job.

Getting to the main panel seems like your best bet.
