Zone Water Valve Problem


So ok, I have two zone water valves from White Rodgers. One is for upstairs and the other one is for the basement. The one in the basement is giving me problems. The thermostats correctly opens them but it looks like it keeps moving them to the close position again because i feel the pipe and it gets hot for a little bit when the valve moves but then it gets cold again after it stops. I tried to manually open them, but it will move them to close again.

So not sure what's going on, please help me out. Thanks
