Should there be a drain at the bottom of the squirrel cage. I'm looking at replacing my third draft inducer motor in just over a year. Any help would be appreciated.

Read this post carefully. You may be getting water in the bottom of the inducer and overloading it and burning it out. Same inducer and drain as yours. Remove the intake pipe at the top of the furnace and check the screen underneath for blockage. Can increase the velocity of the smoke/draft thru the heat ex and carryover water into the inducer. Check the intake pipe outside for blockage/leaves/spider webs. Where did you buy the inducers from, a Lennox dealer?
Was that-10 F or Celsius. Celsius is -23 and that is pretty darn cold.
