Will a 3 ton a/c, 4 ton blower, and 5 ton duct on energy star on 2400 s.f.

My builder and a company called guaranteed watt saver sized my 2400 square foot house for a 3 ton a/c, 4 ton blower and 5 ton duct. I think they are crazy and so does the rest of the HVAC community in Oklahoma City. Is this possible?

A correctly sized AC, increasing the volume, and reducing the velocity...hmmm. Anything is possible, but I dont get it. One would appear to counteract the other. What is the benefit supposed to be? Some sort of performance savings?
