Why Does HVAC Shut Off After A Few Seconds

I have a Carrier High Efficiency unit that sits in the shade for most of the day. It comes on for about 3 seconds then shuts off for about 10 seconds or so. The furnace fan inside remains on and the house isn't cooling. I sprayed out the outer metal filter of dust but still no change. I don't know the age of the unit, but it was here when I bought the house in 2004.

could be several reasons why it is doing what it is but it sounds like the compressor is trying to start and then the built in overload is tripping out. When it resets, it tries again.

It may be something as simple as the capacitor gone bad or it could be something more serious and expensive.

You shouldn't allow it to continue to do this as that can cause additional damage in some cases.

Is the condenser fan coming on?
Is this how you are determining the 3 seconds on then off.
Does the unit continue trying to start?
If the condenser fan is not starting you may have a bad condenser fan motor.

Yes, the condenser fan comes on. I had it checked out by a tech. The problem was low freon was causing the low pressure switches to trigger the system off. It exists to save the compressor from failure.
