where to buy the dual capacitor


i am working on a ceiling fan for a friend. there is 2 ceiling fans with the same problem (1 in each bedroom). they are both ran off the same breaker. the problem being that when you turn the fans on all you get is a low hum and the blades barely move. 1 fan is stronger than the other therefore i was thinking that for whatever reason maybe they was ran in series, but that don't seem to be the case. however i can not find a brand name on the fans i did find a model number, but that hasn't done me much good. these fans have a rheostat control on the wall n both have lights. when i looked at the wiring all the wires coming from the fan are green. when the breaker was off the wire connected the the neautral wire from the breaker still had a spark. i would appreciate any help i can get on this
