what would cause this

Over at a friends, when the AC guy shows up. Friend tells me this is their 3rd visit. Apparently, and of course not when the tech shows up, when my friend goes to the thermostat to turn it down (cool mode) for it to come on and be cooler, it wont come on?

Walk away and later the unit comes on? Here is what I am told has been done on this Rheem system: New thermostat and overflow pan switch checked.

Not sure of yesterdays results, have not spoken to him yet, anyone have any thoughts?

Not sure, is that in the condenser or thermostat?

Depends on how long until the thermostat runs, if the thermostat has been changed there can be a 3-5 minute time delay. This feature prevents the condensors compressor from running until all the pressures have equalized preventing compressor damage.
