What in the world is this?

While changing my Central A/C filters I noticed this green Brillo-pad like thing. What is it? Does it need to be removed, changed, cleaned?

Thats a hog hair air filter. Its probably used to filter the air from a fresh air intake.

As beenthere said. It is considered to be a long lasting filter that can be washed dried and put back in.
It actually is called a "hog Hair " filter But I question if that is what it is really made of or if its what hog hair feels like.
In any case it is sprayed (painted, dyed? )with something that insulates the fibers.

So do I just rinse it under water, dry it off, and put it back place? How often should this be done?

Yep, wash with water or with soap and then rinse with water, let dry for few minutes then reinstall. Every 90 days or so.

I cleaned it out and put it back.

Behind it there is a sort of hinged flap door with a duct going to the attic. That hinged flap door does not rotate that easily, it seems almost as though it is manually adjusted. Should I adjust it to be open fully, partially or mostly closed?

It should be adjusted to let in just a small amount of fresh air.

What is the purpose of that vent? It seems like a waste of energy as it allows warm outside air into the A/C vents.

Tight houses need fresh air. Some areas have codes that require it on all homes. And on othr homes, it is intended to be the source of combustion/make up air.
