what is this on the bottom of my boiler chimney?[pic]

For the first time i opened up the little clean out door on the bottom of the chimney for my oil fired boiler, expecting just to clean it out- but i found this in my way.

seems to be made of concrete, and fixed there in a permanent fashion.

Looks to be made of cement.

any idea what i am looking at here?

how am i intened to get a vaccum in there to clean out soot?

The orange is a clay flue liner. What's inside appears to be alot of excess mortar. How much is the question. I would tap on the flue liner with a hammer at the top to see if it sounds hollow or not. If hollow, merely bust a decent sized hole in it to vacuum out.

Ok, so no harm in busting a hole where it looks like somebody already tried ?

In all honesty, no harm what-so-ever in busting a hole into the flue anywhere UNDER the thimble where the boiler pipe enters.

Sounds good, Yeh the Duct out of the boiler doesnt enter the chimney stack for another 3 feet or so above the clean out door.

Would putting a hole there interfere/mess up the draw of the flue? Could that cause exhaust gases to re-enter house? I don't know, just asking.
