Are we having trouble with our outside unit?

We noticed the other night that our outside unit on our Lennox is cutting off when then inside unit is still on. We noticed because it seemed to get hotter and hotter inside! Our unit actually has a "high", "low" to it. Is this normal? Is the outside unit supposed to cut off to make it "energy efficient" when it is running on the "low" mode?

When's the last time you cleaned the outdoor coils and changed the furnace filter?

Do you have an interrupter that allows the PoCo to cycle the unit during high demand times which in turn gives you a break on your electric bill?
