We Have in floor heating and recently found out it was installed wrong!

We had purchase a home and ended up having a problem with our radiator, after tearing down walls to fix that problem we have found the infloor heat for the main level is in incorrectly. They have the water tubing then house insalation and then the foil insalation(bubble wrap looking material) that level of the house is always cold, could this make a big difference?

Sounds like the order of materials as they were installed is wrong. Not sure wait for more information from other posters.

Where in this order of things is the floor? If it is floor, then water tubing, etc... I'd say it was properly installed.
