Vent Installation For Furnace

Hello,
Does anyone know what the national code is for a furnace vent after it goes through the wall of a house?
I know of someone who just had one installed and it projects 6 inches from his wall and he complains of smelling chorine and pvc smells. The area in question is a 9 foot driveway shared by both him and a neighbor. He suspects it was not installed to code.

The manufactures installation instructions are the norm for PVC vents. They will tell you distances and such.

Any chance it could just be some pvc glue odor if it was just installed?

I found a "Trane" installation guide and forwarded it. I also advised him that to give it time to break in and it may cease giving off offensive odors. But if the odor is a natural production of the combustion process, is there an alternative hookup for the vent through the chimney if no other heaters are vented to it.

Is the smell on the outside of the house or on the interior?
