Upstairs unit not heating or cooling

Hello everyone. Im really handy with DIY things except HVAC so pardon my complete ignorance on this subject. I have an outside A/C unit and this thingy indoors upstairs. Ive removed the cover so everyone can see inside it. Now, the unit turns on and the fan runs. The outside unit also has the fan running when on. It doesnt make heat in the winter or more importantly now, it doesnt cool in the summer heat. We just moved in last august and never turned the upstairs A/C or heat upstairs because we didnt need it. Were expecting company in a few weeks and would like to have them be comfortable upstairs and avoid buying a window AC unit unless we have to. Can someone assist me in a place to start looking? If I cant fix it on my own, Ill gladly call in a HVAC guy but Ive learned to hate contractors in my area and I now have a trust complex with "pros". Thanks everyone for your help!

Shane

if the condenser fan outside is running that means the stat is calling for cooling...need to see of the compressor is also running if it is the unit might be short of gas but has enough to run or you might hear it go on then 3-5 minutes latter off then back on.if you see ice on the insulated line coming out of the air handler that is indicating short....positive end at least the stat is calling for the system.DIY job shut the condenser disconnect and hose out the coil from inside....DON'T BLAST IT...light nozzle....NOTE: when the outside fan runs the compressor should be running also if it isn't,and the fan is might be shot..get a tech in to put guages on it and see what the off standing pressure is before start, then notice the guages right after start.
