Undertile Heating Installation

I want to install an undertile heating system in my kitchen. The sub-floor is concrete. Do I need to lay tile backerboards first? Wickes (Idea 80) recommend that a tile backerboard is used, as the concrete will result in downward heat loss. However, some websites don't seem to mention this disadvantage of concrete. Should or shouldn't I use tile backerboard? If so, is it expensive?
