transite chimney

When my water heater was irnstall it was taller than the old one. The vent pipe is pitched downward toward the chim3ney. I know this is not ok but I am wondering if it is ok to cut another hole in the transite chimney.

Why not just shorten vertical part of the pipe?

Be carefull, transite was made with asbestos in it.
