Trane XE80 only fan comes on

That the contactor is closed. And that the fan motor is receiving 240 volts along with the compressor.

Did you get a 240 volt reading at the line and load terminals of the contactor?
If you don't use a meter. You don't know.

Also the board in the outside unit is doing a slow blink similar to the inside unit.

Either call a tech. And see if they will sell you one.
or, just leave your stat switched to emergency heat until you get one tomorrow.

Probably the heart beat to tell you it is receiving no call for heat or cooling.

I measure voltage in what I believe is the contactor and the capacitor, and it reads around 110 volts in the four connections in the contactor and the 3 connections of the capacitor.

Don't read to ground.
You read T1 to T2.
L1 to L2.

Don't try reading voltage at the cap. Since when the unit is running, the voltage will be higher.

Sign of a bad motor.

The motor had a real loud squeal and I replaced it last summer, it was recommended to change the capacitor too but at the time the capacitor was not much more than a year old so I didn't. Thank you everyone for your help I will let you know how the new capacitor does.
